Registered SWPPP Writer (RSW)

Program Requirements

The purpose of the RSW program is to establish a professional standard and uniform quality of storm water SWPPPs and plan reviews in the state of Utah, thereby aiding UPDES and local agency permit compliance. The Utah LTAP is not able to interpret, make exceptions, or settle questions related to the requirements below:

  • Attend USWAC approved course.
  • Pass the exam with a score of at least 70%.
  • Complete 6 Construction General Storm Water Permit (CGP) SWPPPs
  • Working knowledge of Construction General Permit (CGP)
  • Working knowledge of Best Management Practices (BMP)
  • Working knowledge of Common Plan of Development (CPOD)
  • Working knowledge of Federal, State, Local Permits
  • Associates Degree or higher in Engineering or related field.

*Individuals not meeting the education requirement can become a Registered Storm Water Reviewer (RSR) by meeting all of the other requirements of an RSW. RSR’s need to review 6 CGP SWPPPs.

Certification is good for 2 years from date of course completion.

Renewal Requirements

All renewal requirements must be completed while having a valid RSW/RSR certification.

  • Complete 10 hours of additional Storm Water related professional development.
  • Complete 6 CGP SWPPPs (written or reviewed).
  • Pay renewal fee. ($100)

Re-certification is good for 2 years from the original expiration date.

There is a 30-day grace period after certification expires for completing renewal; but there is an additional fee ($50) for renewals completed after during the grace period. Renewal applications after 30 days will not be accepted.
