General Construction (Storm Water): UPDES Permits

General Information

Construction activities that disturb one or more acres of land must be authorized under the Utah Pollutant Discharge Elimination System (UPDES). Owners and general contractors are required to obtain a Storm Water Permit by the Utah Division of Environmental Quality (DEQ). The Utah LTAP handles various storm water certifications for the Utah Storm Water Advisory Committee. Utah LTAP is not able to interpret, make exceptions, or settle questions related to UPDES Permits, certification requirements, etc. Questions of these types should be made to Program Contacts at the Division of Environmental Quality (scroll to bottom of link).

Registered Stormwater Inspector (RSI)

The Construction General Storm Water Permit requires project inspection. A Utah Registered Storm Water Inspector has been established as one of the acceptable trainings/certifications under the permit.

Registered SWPPP Writer (RSW)

All operators associated with a construction site under Construction General Storm Water Permit must develop a SWPPP consistent with the requirements of the permit. A “qualified” SWPPP writer is knowledgeable in the principles and practices that must be considered in the development of a SWPPP. A Utah Registered SWPPP Writer has been established as one of the acceptable trainings/certifications under the permit.
