Fixed bug (added in 4.0.1?) where area didn't update properly.



KNOWN ISSUES

* No known way to distinguish road shape files from sign shape files.
* When toggling road colors on and off in project settings, colors do not update until a road has been saved or until tams has been reloaded.
* No options to display a satelite image of town underneath the map.
* TAMS reports 4.0.1.4 instead of 4.0.1.5

* Fixed a bug where scroll bars were sometimes missing from the road panel.
* Fixed a display bug where roads where the wrong color under specific circumstance.
* Adds a new tool to analysis page to predict how long a budget is required to get roads to desired condition.
* Treatment Editor added under the advanced tab.
* Importing roads from tams 2.2.7 database now correctly gets the image file names if they are availible.
	* Note that images still wont display until they've been copied to the photos folder in the tams directory.
* Fixed a bug where user would not be able to save roads after updating the length or width fields if they were the only ones changed.
* Total cost in exportable lists now displays 3 significant figures.
* Warning message when unsaved changes are detected will now instead prompt the user to either save or discard their changes.
* Fixed various typos in displayed text.
