First and second line supervisors fill critical roles and are key to the effectiveness of the organization. They are the ones who assume the responsibility for getting the work done on time and to quality standards. Unfortunately, their professional development is often limited to a one-time class or seminar, or the school of hard knocks. But, like any professional, supervisors need to continue to learn and grow professionally to develop the skills and talents necessary to meet today's challenges.

The purpose of the Public Works Supervisor Certification Program is to provide high quality, affordable training and opportunities for people to gain or enhance their supervisor skills.

Current or future public works supervisors would take a series of 10 or 12 courses in four areas of emphasis:

general supervision

safety

customer service

technical

Six to eight of these courses would be required, with the remaining courses as electives. The program would generally take three to four years to complete. Certification would be given upon completion of the full program.

Some of the guiding principles behind this effort are as follows:

Small classes (12-15 participants) to allow individual instruction as needed

Hands-on training

Courses held in conjunction with other activities (i.e. Road School)

Courses held at various locations around the state

The estimated benefits of the program include:

(1) increased supervisor efficiency and effectiveness on the job, leading to higher customer satisfaction;

(2) provide a better trained and technically competent supervisor workforce;

(3) increase the available pool of qualified and certified applicants for job openings; and

(4) assurance that supervisors who complete the program have the specific skills that the organization needs.
