    In the early part of the 1980's, the Utah Chapter of the American Public Works Association (APWA) recognized the need to bring order to public works construction.  To address this need, APWA has published the Manual of Standard Plans and the Manual of Standard Specifications.  The goal of APWA was to provide "maximum uniformity of engineering and construction practices among Utah counties, municipalities, and other public agencies." 

    To continue this goal of uniformity, this web site contains standard forms for setting up the bidding and contracting requirements for a public works construction contract.  The information in this site has been gleaned from various publications by public and government agencies along the Wasatch Front in Utah and has been written to be companion to the above publications. 

    The numbers and titles in the documents and sections are in accordance with MASTERFORMAT so information can be logically and quickly found by the construction industry.  MASTERFORMAT is a 3-part 16 division format developed in the 1960's by the Construction Specifications Institute.
